Cabinet ministers and ministers of state are part of the Council of Ministers, which is led by the prime minister. A Cabinet minister is in charge of a sizable government department.
Ministers of State (MoS) are of two kinds. Some MoS have independent charge, which means they do not report to a Cabinet minister. Others are deputy ministers who do report to a Cabinet minister and have specific duties in that department.
There can also be a Deputy Prime Minister, who is the most senior Cabinet minister and steps in if the Prime Minister is absent.
